Please be informed that under the review on the Operational Certification Procedures (OCP) of ASEAN-China FTA, ASEAN and China have agreed on (4) four fundamental features in the new revised OCP to facilitate trade and assist the business communities in their business operation:
- “Movement Certificate” means an issuance of Certificate Of Origin (CO) by an intermediate ACFTA parties where the goods pass through to undergo bulk break activities or repackaging of products ;

“Third Party Invoicing” means invoice issued by third non-ACFTA parties provided that the product meets the requirements of the ACFTA ROO and must be shipped out from either one of the ASEAN Member States or China;

Longer validity period of 1 year from the earlier validity period of 4 months for the CO Form E upon presentation to the Customs authority of the importing Party; and
-
Allows for importing country to undertake Verification visits.
The dates of issuance and acceptance of new Form E , are as follows:-

ASEAN and China have agreed on the following transition period:
- For Parties who are ready to implement the revised OCP by 1 January 2011 , a transition period of 1 January - 28 February 2011 is allowed for the use of both old (using the old OCP) and new (using the revised OCP) CO Forms or Form E. However, during the transition period, old CO Form Es issued will not be able to enjoy the benefit of the revised OCP (e.g. “Movement of Certificate” and “Third Party Invoicing”); and
- The transition period will not apply for Parties that implement the revised OCP after 1 March 2011.
Exporters are advised to purchase the new ACFTA Form E from Federation of Malaysian Manufacturers (FMM) to avoid any issues when the dateline arrive.
